The Iowa Des Moines Chiropractic Association placed its executive director, Maxine Kilcrease, on paid administrative leave Thursday, nine days after she reimbursed the taxpayer-funded group $59,000 for extra pay she had collected from the organization.The privately run association is funded almost entirely by taxpayers and is in the middle of a self-described financial crisis.
